NHS recently had the opportunity to assist the Government of Balochistan and Balochistan Public-Private Partnership Authority in an assignment titled the “Technical Training Centre” (the “TTC”) in Kharan, Balochistan. As part of this assignment, NHS reviewed the Operations & Management Agreement (the “O&M Agreement”), whereby the team had to compare the executed agreements in various regions of Pakistan, including Sindh, Federal, Punjab, and KPK. NHS was tasked to vet, comment, and advise on the basic terminologies, concepts, and financial structure of the O&M Agreement.
NHS provided legal advice to ensure that the O&M Agreement was in compliance with the standard PPP Agreement and aligned with best practices in the industry. The O&M Agreement was reviewed thoroughly and NHS also identified areas requiring attention, including financial model risks, performance monitoring, etc.
NHS’s assistance has helped to ensure that the TTC in Kharan, Balochistan can continue to operate effectively and deliver much-needed technical training to the region.
